It is the intent of the Legislature that the Oklahoma State\n\nRegents for Higher Education enter into a contract with a nonprofit\n\neducation center which is certified as a multisensory structured\n\nlanguage training institute for the purpose of establishing a\n\ncomprehensive dyslexia teacher training pilot program.\n\nImplementation of the pilot program shall be contingent upon the\n\npilot program contractor securing grant funding for the purpose of\n\nimplementing a higher education multisensory structured reading\n\ninstruction training project. The Regents shall oversee the pilot\n\nprogram and, working with the pilot program contractor, shall select\n\nnot more than two institutions within The Oklahoma State System of\n\nHigher Education to participate in the pilot program. The pilot\n\nprogram contractor, using grant funding, shall implement and\n\ncoordinate the pilot program, provide the salary of pilot program\n\ncoordinators, and provide the training, resources and curriculum\n\nmaterials for the pilot program. If other funds are available, the\n\nRegents may provide additional support and resources to the pilot\n\nprogram.\n\nB. The goal of the pilot program shall be to train higher\n\neducation faculty to teach multisensory structured reading education\n\nfor students with dyslexia to teacher candidates enrolled in the\n\nelementary, early elementary and special education programs, to\n\ndemonstrate and evaluate the effectiveness of having trained\n\nteachers who can provide early reading assistance programs for\n\nchildren with risk factors for dyslexia and to evaluate whether the\n\nearly assistance programs can reduce future special education costs.\n\nIn addition the goal of the pilot program shall be to create a\n\nreplicable model which can be followed by other higher education\n\ninstitutions.\n\nC. The Regents and the pilot program contractor shall form an\n\nadvisory committee to design and plan for the implementation of the\n\npilot program.\n\nD. The dyslexia teacher training pilot program shall provide to\n\nhigher education faculty at participating institutions training on\n\nhow to teach to teacher candidates the indicators of dyslexia and\n\nthe type of instruction that children with dyslexia need in order to\n\nlearn, read, write and spell, including multisensory structured\n\nlanguage programs. In addition the pilot program shall provide\n\ninstruction to teacher candidates enrolled in the elementary, early\n\nchildhood education or special education program at the institution\n\nwhich is designed to train the teacher candidates on the indicators\n\nof dyslexia and the type of instruction that children with dyslexia\n\nneed in order to learn, read, write and spell, including\n\nmultisensory structured language programs.\n\nE. Contingent upon the availability of additional public or\n\nprivate funding, the Regents may work with the pilot program\n\ncontractor to expand the pilot program to provide professional\n\ndevelopment to teachers of kindergarten through fourth grade which\n\nis designed to train teachers on the indicators of dyslexia and the\n\ntypes of instruction that children with dyslexia need in order to\n\nlearn, read, write and spell, including multisensory structured\n\nlanguage programs.\n\nF. The State Regents shall promulgate rules and establish\n\nguidelines and procedures for the pilot program. The pilot program\n\nshall be established for a minimum term of three (3) years.\n\nG. The pilot program contractor shall report annually to the\n\nState Regents about the operation and results of the pilot program.\n\nNot later than June 30 of the third year in which the pilot program\n\nis operating, the State Regents shall submit a report to the\n\nGovernor, the Speaker of the House of Representatives and President\n\nPro Tempore of the Senate containing an evaluation of the results of\n\nthe pilot program and legislative recommendations.\n\nH. As used in this section, “dyslexia” means a specific\nof the pilot program.\n\nNot later than June 30 of the third year in which the pilot program\n\nis operating, the State Regents shall submit a report to the\n\nGovernor, the Speaker of the House of Representatives and President\n\nPro Tempore of the Senate containing an evaluation of the results of\n\nthe pilot program and legislative recommendations.\n\nH.
