Except as provided in subsection B of this section, on and\n\nafter July 1, 1990, no school district shall be required to pay and\n\nno school district shall charge any other school district a fee for\n\nthe transfer of a student. Specifically, transfer fees shall not be\n\npermitted for transfers between elementary school districts, for\n\ntransfers between independent school districts or for transfers\n\nbetween independent school districts and elementary school\n\ndistricts.\n\nB. Nothing herein shall prevent the payment or charging of any\n\nother fee for the transfer of a student as required by law. Except\n\nas otherwise provided for in the Education Open Transfer Act, school\n\ndistricts shall not be permitted to contract to waive transfer fees\n\nwith regard to special education pupil transfers.\n\nC. The State Board of Education shall establish the necessary\n\nand appropriate application forms sufficient to enable school\n\ndistricts to accomplish transfers and to comply with the provisions\n\nof Sections 8-101 through 8-106 of this title.
