Stat. tit. 70, § 70-821.2","heading":"Grant of powers - Public right and public benefit","body":"Any such independent school district is hereby authorized to\n\nacquire or construct within its corporate boundaries, one or more\n\nstadia, sport arenas or other recreational facilities or to build\n\nadditions thereto or additions to existing stadia, sport arenas or\n\nother recreational facilities, including land and equipment\n\ntherefor, and to own, maintain and operate, or to own and (in\n\naddition to any and all other uses to which this property may be\n\nplaced and disposition which can be made of it) lease to, or cause\n\nto be maintained and operated by, a financially responsible\n\noperating company, corporation, or individual, experienced in\n\nsimilar types of business, or to own and lease to a responsible\n\nperson, firm or corporation who shall construct, finance and operate\n\none or more stadia, sport arenas or other recreational facilities,\n\nand when operated by the independent school district to charge fees,\n\nrent and tolls for the use of such facilities. Such independent\n\nschool district is authorized to prescribe and enforce the fees,\n\nrent and tolls which are to be charged for such facilities by any\n\nlessee or operator thereof, as more fully provided in Section 6, and\n\nin addition to any and all other means to assure prompt payment of\n\nrentals by such lessee or operator, the independent school district\n\nmay in the lease or operating contract reserve a lien on the money\n\ncollected by the lessee or operator from such fees, tolls and other\n\ncharges and revenue until the rental consideration for such current\n\nterm of the lease or operating contract shall have been paid to the\n\nindependent school district or its nominee.
