There is hereby created in the State Treasury a revolving\n\nfund for the State Board of Education to be designated the \"Cameras\n\nfor School Bus Stops Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies received by the State Board of Education from\n\nfines collected from school bus stop violations pursuant to Section\n\n11-705 of Title 47 of the Oklahoma Statutes, any state-appropriated\n\nfunds, federal funds, donations, grants, contributions, and gifts\n\nfrom any public or private source. All monies accruing to the\n\ncredit of the fund are hereby appropriated and may be budgeted and\n\nexpended by the State Board of Education for the purposes of\n\nproviding grants to public school districts as provided for in\n\nsubsection B of this section. Expenditures from the fund shall be\n\nmade upon warrants issued by the State Treasurer against claims\n\nfiled as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nB. Contingent upon the amount of funds available in the Cameras\n\nfor School Bus Stops Revolving Fund, the State Board of Education\n\nshall award one or more grants annually to public school districts\n\nin the state. The grants shall be used by the districts for\n\ninstallation of camera equipment on buses to aid in identifying\n\ndrivers violating the provisions of Section 11-705 of Title 47 of\n\nthe Oklahoma Statutes. The Board shall determine the criteria for\n\nand establish a process for the submission of grant applications.\n\nThe applications shall be considered on a statewide competitive\n\nbasis.
