The Commission shall conduct a thorough analysis of the\n\nfeasibility of establishing a new NCAA Division II athletic\n\nconference in Oklahoma considering the following factors:\n\n1. Potential member institutions, including public and private\n\ncolleges and universities both inside and outside the State of\n\nOklahoma who voluntarily seek to join the conference;\n\n2. The academic and athletic capabilities of potential member\n\ninstitutions to support NCAA Division II athletics;\n\n3. Geographic and logistical considerations for scheduling and\n\ntravel;\n\n4. Financial impact and sustainability for potential member\n\ninstitutions;\n\n5. The effects on student-athletes, including opportunities for\n\nacademic and athletic growth, recruitment, and competition;\n\n6. Potential community, regional, and economic benefits,\n\nincluding sponsorships, fan engagement, and media exposure; and\n\n7. Alignment with NCAA Division II regulations, policies, and\n\ngoals.\n\nB. The Commission shall consult with a range of stakeholders\n\nincluding, but not limited to:\n\n1. NCAA Division II representatives and governing bodies;\n\n2. Athletic directors, coaches, and administrators from current\n\nNCAA Division II institutions in the region;\n\n3. Student-athletes and athletic support staff;\n\n4. Local government officials and business leaders; and\n\n5. Academic and athletic organizations that focus on the\n\ninterests of Division II athletics.\n\nC. 1. The Commission shall prepare and submit a detailed\n\nfeasibility report to the Oklahoma House of Representatives and the\n\nOklahoma State Senate within twelve (12) months of its first\n\nmeeting.\n\n2. The report shall include:\n\na. a summary of findings from the study and\n\nconsultations,\n\nb. a comprehensive analysis of the benefits, costs, and\n\nrisks associated with establishing a new NCAA Division\n\nII athletic conference,\n\nc. a list of potential member institutions, including any\n\nrecommendations for institutions that should be\n\ninvited to join,\n\nd. a proposed timeline and framework for transitioning\n\ninto a new athletic conference, including governance\n\nstructures, policies, and membership guidelines, and\n\ne. an assessment of funding and financial models to\n\nsupport the new conference, including membership fees,\n\nsponsorship, and broadcasting rights.","path":["OK Code","Title 70"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os70.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"1e94545760b7f9360a438db628a037b0e6cc47ad0f634cddd1f6ae0c66d2b87c","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-70-70-9104","next":"us-ok/okla.-stat.-tit.-70-70-9106"},"notice":"GroundRules: Original legal text.
