Except as otherwise provided in subsection B of this\n\nsection, it is unlawful for a person to distribute a prospectus,\n\npamphlet, circular, form letter, advertisement, sales literature, or\n\nother advertising communication relating to a security or investment\n\nadvice, addressed or intended for distribution to prospective\n\ninvestors, including clients or prospective clients of a person\n\nregistered or required to be registered as an investment adviser\n\nunder this act, unless the sales and advertising literature is first\n\nfiled with the Department with the fee specified in Section 1-612 of\n\nthis title and the Department has responded indicating that the\n\nAdministrator has no objection to its distribution or use.\n\nB.
