The filing or registration or the\n\navailability of an exemption, exception, preemption, or exclusion\n\nfor a security or a transaction does not mean that the Administrator\n\nhas passed upon the merits or qualifications of, or recommended or\n\ngiven approval to, a person, security, or transaction.
