The Administrator shall, in its discretion, cooperate,\n\ncoordinate, consult, and, subject to Section 1-607 of this title,\n\nshare records and information with the securities regulator of\n\nanother state, Canada, a Canadian province or territory, a foreign\n\njurisdiction, the Securities and Exchange Commission, the United\n\nStates Department of Justice, the Commodity Futures Trading\n\nCommission, the Federal Trade Commission, the Securities Investor\n\nProtection Corporation, a self-regulatory organization, a national\n\nor international organization of securities regulators, a federal or\n\nstate banking and insurance regulator, and a governmental law\n\nenforcement agency to effectuate greater uniformity in securities\n\nmatters among the federal government, self-regulatory organizations,\n\nstates, and foreign governments.\n\nB. In cooperating, coordinating, consulting, and sharing\n\nrecords and information under this section and in acting by rule,\n\norder, or waiver under this act, the Administrator shall, in its\n\ndiscretion, take into consideration in carrying out the public\n\ninterest the following general policies:\n\n1. Maximizing effectiveness of regulation for the protection of\n\ninvestors;\n\n2. Maximizing uniformity in federal and state regulatory\n\nstandards; and\n\n3. Minimizing burdens on the business of capital formation,\n\nwithout adversely affecting essentials of investor protection.\n\nC. The cooperation, coordination, consultation, and sharing of\n\nrecords and information authorized by this section includes:\n\n1. Establishing or employing one or more designees as a central\n\ndepository for registration and notice filings under this act and\n\nfor records required or allowed to be maintained under this act;\n\n2. Developing and maintaining uniform forms;\n\n3. Conducting a joint examination or investigation;\n\n4. Holding a joint administrative hearing;\n\n5. Instituting and prosecuting a joint civil or administrative\n\nproceeding;\n\n6. Sharing and exchanging personnel;\n\n7. Coordinating registrations under Sections 1-301 and 1-401\n\nthrough 1-404 of this title and exemptions under Section 1-203 of\n\nthis title;\n\n8. Sharing and exchanging records, subject to Section 1-607 of\n\nthis title;\n\n9. Formulating rules, statements of policy, guidelines, forms,\n\nand interpretative opinions and releases;\n\n10. Formulating common systems and procedures;\n\n11. Notifying the public of proposed rules, forms, statements\n\nof policy, and guidelines;\n\n12. Attending conferences and other meetings among securities\n\nregulators, which may include representatives of governmental and\n\nprivate sector organizations involved in capital formation, deemed\n\nnecessary or appropriate to promote or achieve uniformity; and\n\n13.
