Any person aggrieved by final order of the Administrator may\n\nobtain a review by the Commission by filing with the Administrator,\n\nwithin fifteen (15) days after the entry of the order, a written\n\npetition praying that the order be modified or set aside in whole or\n\nin part and stating the person’s specific grounds therefor. The\n\npetition, the record upon which the final order was issued, and\n\nwritten briefs submitted by the appealing parties and the\n\nAdministrator shall be reviewed by the Commission. The cost of\n\npreparing the record of the administrative hearing shall be borne by\n\nthe appealing parties. Oral argument by all parties may be heard by\n\nthe Commission en banc if requested by an appealing party. Other\n\nthan newly discovered evidence, additional evidence may only be\n\npresented by the appealing party and/or the Administrator on the\n\nrequest of the Commission. Upon the written request of the party on\n\nwhose behalf the appeal is brought, or upon the party’s own motion,\n\nthe Administrator shall cause complete stenographic notes to be\n\ntaken of the proceeding before the Commission. If requested by the\n\nappealing party, the cost of taking and transcribing such notes\n\nshall be borne by the said appealing party. If such notes are taken\n\nupon the motion of the Administrator, the cost shall be borne by the\n\nDepartment. The Commission or a majority thereof shall make such\n\norder as is deemed proper, just, and equitable within sixty (60)\n\ndays of receipt by the Administrator of the written petition of the\n\nappealing party or at such later time as agreed to by all parties.\n\nB. Appeals by any person aggrieved by a final order of the\n\nCommission, except a final order of the Commission to cease and\n\ndesist, shall be taken to the Supreme Court of this state within\n\nthirty (30) days of the date that a copy of the order is mailed to\n\nsuch person, as shown by the certificate of mailing attached to the\n\norder. Any person aggrieved by a final order of the Commission to\n\ncease and desist shall be taken to the district court of Oklahoma\n\nCounty within thirty (30) days of the date that a copy of the order\n\nis mailed to such person, as shown by the certificate of mailing\n\nattached to the order. The proceedings for review shall be as now\n\nprescribed by law and by rules of the reviewing court, subject to\n\nthe power of the reviewing court to make other and further rules\n\nwith reference thereto.\n\nC. The commencement of proceedings under this section before\n\nthe Commission shall not operate as a stay of the Administrator's\n\norder, unless so ordered by the Commission.
