In administering the provisions of this act, the\n\nAdministrator of the Department of Securities may exercise all\n\npowers granted to him under the Oklahoma Securities Act, which are\n\nnot inconsistent with this act.\n\nB. The Administrator may make and adopt such rules and forms as\n\nare necessary to carry out the purposes of this act, including,\n\nwithout limitation, rules defining terms used in this act.\n\nC.
