Neither any such fact nor\n\nthe fact that an exemption or exclusion is available for subdivided\n\nland or a transaction means that the Administrator has passed in any\n\nway upon the merits or qualifications of, or recommended or given\n\napproval to, any person, subdivided land or transaction.
