There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma Department of Veterans Affairs to be known as\n\nthe “Oklahoma Department of Veterans Affairs Revolving Fund”. The\n\nrevolving fund shall consist of all funds and monies received by the\n\nOklahoma Department of Veterans Affairs, its constituent\n\ninstitutions, and/or the Oklahoma Veterans Commission, from any\n\ngifts, contributions, bequests, individual reimbursements except as\n\notherwise provided by law, and other sources of revenue, for the\n\ncare or support of war veterans discharged other than under\n\ndishonorable conditions, who have been admitted and cared for at the\n\nOklahoma Department of Veterans Affairs Centers at Ardmore,\n\nClaremore, Clinton, Lawton/Ft. Sill, Norman, Sulphur or Sallisaw.\n\nProvided, no grants-in-aid, reimbursements, or other revenue from\n\nthe United States government or any instrumentality of the United\n\nStates government shall be deposited in the fund. Provided further,\n\nnothing contained herein prohibits the establishment and utilization\n\nof special agency accounts by the Oklahoma Department of Veterans\n\nAffairs and its constituent institutions, as may be approved by the\n\nDirector of the Office of Management and Enterprise Services, for\n\nreceipt and disbursement of the personal funds of Veteran Center\n\npatients and members and/or for receipt and disbursement of\n\ncharitable contributions and donations for use by and for patients\n\nand members.\n\nB. The revolving fund herein created shall be used by the\n\nOklahoma Department of Veterans Affairs to pay for the care of war\n\nveterans discharged other than under dishonorable conditions, in\n\nVeterans Centers, to pay the general operating expenses of the\n\nVeterans Centers, including the payment of salaries and wages of\n\nofficials and employees, to pay for the employee safety programs and\n\nincentive awards provided for in Section 63.10a of this title, and\n\nto remodel, repair, construct, build additions, modernize, or add\n\nimprovements of domiciliary or hospital buildings necessary for the\n\ncare of veterans, including tuberculosis, mentally ill or\n\nneuropsychiatric patients, but not excluding others; and\n\narchitectural plans, specifications, or other costs pertinent\n\nthereto.\n\nC. The Oklahoma Department of Veterans Affairs may transfer\n\nmonies from the revolving fund created in this section to the W.V.C.\n\nRevolving Fund in the State Treasury.\n\nD.
