Subject to the availability of funds, the Oklahoma\n\nDepartment of Veterans Affairs shall develop a special\n\nhousing grant program, not to exceed Five Thousand\n\nDollars ($5,000.00) per veteran, for the purpose of\n\nbearing the costs not borne by the federal government for\n\na specifically designed home for disabled veterans. To\n\nqualify for a special housing grant, all of the following\n\nshall be met:\n\n1. The veteran shall be approved for the federal grant under\n\nthe United States Department of Veterans Affairs' Specially Adapted\n\nHousing program;\n\n2. The veteran shall have been a resident of the state before\n\nentering active service with the armed forces;\n\n3. The veteran shall be physically residing in the state at the\n\ntime the federal grant is approved, as well as at the time the\n\napplication for the grant and receipt of the state grant are made;\n\n4. The veteran's home shall be used for the purpose of\n\nestablishing permanent, and not temporary, residency in the state;\n\n5. The home the veteran is remodeling or purchasing shall be in\n\nthe state;\n\n6. The veteran shall formally apply for the grant by completing\n\nthe form designated by the Oklahoma Department of Veterans Affairs;\n\n7. The Oklahoma Department of Veterans Affairs shall verify\n\nstatements to establish that the veteran meets the eligibility\n\nrequirements for the grant; and\n\n8. The application shall be approved by the Director of the\n\nOklahoma Department of Veterans Affairs.\n\nB. In no event shall the state pay a qualified veteran a share\n\ngreater than the federal government toward the purchase or\n\nremodeling of such home.\n\nC. The state grant shall be disbursed to the veteran in the\n\ncare of the United States Department of Veterans Affairs regional\n\noffice to be placed in escrow. This disbursement shall be made only\n\nwhen the federal grant has been approved and the United States\n\nDepartment of Veterans Affairs is ready to complete the escrow\n\nagreement and authorize the construction, purchase or remodeling of\n\nthe specially designed home for the disabled veteran.\n\nD. The special housing grant shall be made to a veteran only\n\nonce.\n\nE. Each awarded special housing grant shall be paid from the\n\nOklahoma Veteran Housing Program Revolving Fund to the extent funds\n\nare available.\n\nF.
