In this article, unless the context otherwise requires:\n\n1. \"Department\" means the Oklahoma Department of Veterans\n\nAffairs;\n\n2. \"Executive Director\" means the Executive Director of the\n\nOklahoma Department of Veterans Affairs;\n\n3. \"Program\" means the Oklahoma Women Veterans Program; and\n\n4. \"Woman veteran\" means a woman who served on active duty in\n\nthe armed forces of the United States or in the Oklahoma National\n\nGuard on federal active duty under Title 10 U.S.C., and was\n\ndischarged or released from that service under conditions other than\n\ndishonorable.\n\nB. The Oklahoma Department of Veterans Affairs shall establish\n\nthe Oklahoma Women Veterans Program. The program shall be housed\n\nwithin the office of the Executive Director. The mission of the\n\nprogram shall be to ensure that women veterans in the State of\n\nOklahoma have equitable access to federal and state veterans'\n\nbenefits and services. The Executive Director shall designate a\n\nwomen veterans coordinator for the State of Oklahoma.\n\n1. The program shall:\n\na. provide assistance to the women veterans of the state\n\nas provided by this section,\n\nb. perform outreach functions to improve the awareness of\n\nwomen veterans regarding eligibility for federal and\n\nstate veterans' benefits and services,\n\nc. assess the needs of women veterans with respect to\n\nbenefits and services,\n\nd. review programs, research projects, and other\n\ninitiatives designed to address the needs of the women\n\nveterans of the state,\n\ne. make recommendations to the Executive Director\n\nregarding the improvement of benefits and services to\n\nwomen veterans, and\n\nf. incorporate issues concerning women veterans in\n\nDepartment planning regarding veterans' benefits and\n\nservices.\n\n2. The program shall advocate for women veterans and work to\n\nincrease public awareness about the gender-specific needs of women\n\nveterans. The program shall recommend legislative initiatives and\n\nthe development of policies on the local, state and national levels\n\nto address the issues affecting women veterans. The program shall\n\ncollaborate with federal, state, county and municipal governments\n\nand with private organizations that provide services to women\n\nveterans.\n\nThe program shall monitor and research issues relating to women\n\nveterans. The program shall disseminate information regarding\n\nopportunities for women veterans throughout the network of entities\n\nwith which the program collaborates.\n\nThrough conferences, seminars and training workshops with\n\nfederal, state, county and municipal governments and with private\n\norganizations, the program shall provide guidance and direction to\n\nwomen veterans who are applying for grants, benefits or services.\n\nThe program shall provide facilities and staff as appropriate in\n\nsupport of the program.\n\nC. On behalf of the program, the Department may:\n\n1. Accept and spend funds:\n\na. appropriated to the Department for the operation of\n\nthe program, and\n\nb. received from other sources, including donations and\n\ngrants; and\n\n2. Provide matching grants to assist in the implementation of\n\nthe program's goals and objectives.\n\nD. Not later than November 1 of each even-numbered year, the\n\nDepartment shall submit to the Governor, Lieutenant Governor,\n\nOklahoma Veterans Commission and the Legislature a report on women\n\nveterans in this state.\n\nThe report may be delivered electronically, and shall:\n\n1. Estimate the number of women veterans in this state;\n\n2. Report the number of women veterans who contact the\n\nDepartment for assistance;\n\n3. Identify the unique problems faced by women veterans; and\n\n4. Recommend policy proposals, initiatives and funding levels\n\nto address the problems identified.\n\nE.
