The Oklahoma Legislative Medal of Honor shall be awarded to\n\na member of the state or federal military forces designated by\n\nconcurrent resolution of the Legislature who voluntarily performs a\n\ndeed of personal bravery or self-sacrifice involving risk of life\n\nthat is so conspicuous as to clearly distinguish the person for\n\ngallantry and intrepidity above the person’s comrades. The medal\n\nshall be awarded based on the standard of extraordinary merit. The\n\nmedal shall be awarded only on incontestable proof of performance of\n\nthe deed. To be eligible for the Oklahoma Legislative Medal of\n\nHonor, a person shall:\n\n1. Have been born in this state;\n\n2. Reside in this state or have been a resident of this state\n\non the person’s death; or\n\n3. Have been a resident of this state when the person entered\n\nmilitary service.\n\nB. A person is not ineligible for the Oklahoma Legislative\n\nMedal of Honor because the person has received any other medal or\n\naward for military service, including a medal or award made by the\n\nUnited States.\n\nC. To receive the Oklahoma Legislative Medal of Honor, a person\n\nshall be nominated during a regular session of the Legislature by\n\nmajority vote of all the members of a nominating committee\n\nconsisting of:\n\n1. The Adjutant General or the Adjutant General’s designated\n\nrepresentative;\n\n2. The Lieutenant Governor or the Lieutenant Governor’s\n\ndesignated representative;\n\n3. The Speaker of the House of Representatives or the Speaker’s\n\ndesignated representative;\n\n4. The President Pro Tempore of the Senate or the President Pro\n\nTempore’s designated representative;\n\n5. The chair of the standing committee of each house of the\n\nLegislature with primary jurisdiction over military and veteran\n\naffairs; and\n\n6. The Oklahoma Director of the Department of Veterans Affairs.\n\nD. The Department of Veterans Affairs shall design the\n\nmedallion and ribbon for the Oklahoma Legislative Medal of Honor.\n\nE. The Legislature by concurrent resolution may direct the\n\nGovernor to award the Oklahoma Legislative Medal of Honor to a\n\nperson nominated by the nominating committee. The committee chairs\n\nserving on the nominating committee shall jointly prepare a\n\nconcurrent resolution directing the Governor to award the medal to a\n\nperson nominated.
