The Oklahoma Veterans Commission shall consist of nine (9)\n\nmembers, all of whom shall be honorably discharged veterans. The\n\nmembers of the Commission shall be appointed by the Governor with\n\nthe advice and consent of the Senate and shall serve at the pleasure\n\nof the Governor. All appointments shall be broadly representative\n\nof the veterans of this state in terms of age, gender, and race or\n\nethnicity.\n\nB. 1. Except as provided by paragraph 3 of subsection C of\n\nthis section, the Governor shall appoint six of the members from\n\nlists of names provided by the executive officer of each of the\n\nfollowing veterans’ organizations in accordance with paragraph 1 of\n\nsubsection C of this section:\n\na. the American Legion,\n\nb. the Veterans of Foreign Wars of the United States,\n\nc. the Disabled American Veterans,\n\nd. the Paralyzed Veterans of America,\n\ne. the Military Order of the Purple Heart, and\n\nf. the National Guard Association of Oklahoma.\n\n2. The Governor shall also appoint three members at large, at\n\nleast one of whom shall have completed his or her military service\n\non or after September 11, 2001.\n\nC. Appointments to the Commission for the six members\n\nrepresenting veterans’ organizations shall be made as prescribed by\n\nthis subsection.\n\n1. On or before March 1 of the year in which the term of the\n\norganization’s appointee expires, the executive officer of the\n\norganization shall submit to the Governor the following:\n\na. a list of three persons qualified to serve as members\n\nof the Commission,\n\nb. a certificate of good standing for the organization\n\nissued by the Secretary of State,\n\nc. a copy of the organization’s state and federal tax\n\nreturns for the immediately preceding tax year\n\nincluding but not limited to the federal Return of\n\nOrganization Exempt From Income Tax (Form 990), and\n\nd. a statement that describes the mission of the\n\norganization and the services provided by the\n\norganization and estimates to the best of the\n\nexecutive officer’s knowledge the total number of\n\nveterans the organization served in the preceding\n\ncalendar year.\n\n2. For each veterans’ organization that complies with paragraph\n\n1 of this subsection, the Governor shall appoint a member to the\n\nCommission from the list of names provided by the organization.\n\n3. If the organization fails to comply with paragraph 1 of this\n\nsubsection, the Governor may appoint a member at large in lieu of a\n\nmember representing the particular organization for the duration of\n\nthe term. At the conclusion of the term, the appointment shall\n\nrevert to an appointee representing the particular organization,\n\nsubject to the requirements and process provided by this subsection.\n\nD. Any vacancy on the Commission resulting from any cause shall\n\nbe filled by appointment by the Governor for the remainder of the\n\nterm as provided by this subsection.\n\n1. When a vacancy of one of the three at-large members on the\n\nCommission occurs, the Governor shall promptly appoint a member at\n\nlarge to fill the vacancy.\n\n2. When a vacancy of one of the six members representing\n\nveterans’ organizations on the Commission occurs, the executive\n\nofficer of the organization represented by the vacant position\n\nshall, not later than thirty (30) days after the vacancy occurs,\n\nsubmit a list of three names of qualified persons and all other\n\ninformation required by paragraph 1 of subsection C of this section\n\nto the Governor.\n\n3. For each veterans’ organization that complies with paragraph\n\n2 of this subsection, the Governor shall choose a replacement from\n\nthe list provided by the organization. If the organization fails to\n\ncomply with paragraph 2 of this subsection, the Governor may appoint\n\na member at large in lieu of a member representing the particular\n\norganization for the remainder of the unexpired term. If the organization fails to\n\ncomply with paragraph 2 of this subsection, the Governor may appoint\n\na member at large in lieu of a member representing the particular\n\norganization for the remainder of the unexpired term. At the\n\nconclusion of the term, the appointment shall revert to an appointee\n\nrepresenting the particular organization, subject to the\n\nrequirements and process provided by subsection C of this section.\n\nE. Current members of the Commission shall continue in office\n\nuntil the expiration of their terms and until their successors are\n\nappointed and enter upon the duties of their offices.\n\nF. Appointments shall be made for terms of three (3) years.\n\nTerms shall begin and expire on July 1 of the respective years. No\n\nmember shall serve for more than two consecutive full terms.\n\nG. 1. No person shall be appointed by the Governor who is\n\nrelated by affinity or consanguinity within the third degree to any\n\nperson employed by the Oklahoma Department of Veterans Affairs.\n\n2. Before any member appointed as provided herein shall enter\n\nupon his or her duties as a member of the Commission, he or she\n\nshall take and subscribe to the oath of office as required by the\n\nConstitution of this state.\n\n3. No member of the Commission shall be employed by the\n\nDepartment during the time of his or her service on the Commission\n\nnor shall any person who served as a member of the Commission be\n\nemployed by the Department subsequent to his or her service on the\n\nCommission for a period of two (2) years.\n\nH. Notwithstanding any other provision of law, a person whose\n\nnomination has been submitted to the Legislature to fill a vacancy\n\non the Commission that existed as of the effective date of this act\n\nmay be appointed to the Commission on an acting or interim basis,\n\nmay assume the duties of the office, and may receive any\n\ncompensation or travel reimbursement allowed by law for the position\n\npending confirmation by the Senate if the term of the former member\n\nwhose position is vacant has expired as of the effective date of\n\nthis act and if the nominee meets the qualifications prescribed by\n\nthis section.","path":["OK Code","Title 72"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os72.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"39f72122021d58e3118729c0e6824072460cee591c19fc26cebcae3c41c8e3be","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-72-72-63.19","next":"us-ok/okla.-stat.-tit.-72-72-63.20"},"notice":"GroundRules: Original legal text.
