State agencies and institutions whose facilities are\n\nproposed to be financed by the Oklahoma Capitol Improvement\n\nAuthority shall be required to obtain predesign services and\n\nconsultation from the Office of Management and Enterprise Services,\n\nConstruction and Properties Division, for assistance in planning the\n\nconstruction or acquisition of such facilities and estimating the\n\ncost thereof as a condition to consideration by the Authority of\n\nsuch financing.\n\nB.
