The Department of Human Services shall conduct a study to\n\ndetermine the feasibility of constructing an office building in\n\nCarter County to house state agencies located in that county.\n\nB. In the event the Office of Management and Enterprise\n\nServices determines that it is feasible to construct such office\n\nbuilding, the following actions are hereby authorized:\n\n1. The Oklahoma Capitol Improvement Authority shall provide the\n\nfunding for the construction of an office building in Carter County\n\nto house state agencies located in that county, and may hold title\n\nto or a leasehold interest in the facilities until such time as the\n\nindebtedness created pursuant to this section shall be retired or\n\ndefeased and shall lease such facilities to the Office of Management\n\nand Enterprise Services, with the Department of Human Services as\n\nthe lead tenant. Upon the retirement of the indebtedness created\n\npursuant to this section, the title to the land and improvements\n\nthereon shall be transferred from the Oklahoma Capitol Improvement\n\nAuthority to the Office of Management and Enterprise Services;\n\n2. For the purpose of paying the costs of construction\n\nauthorized by this section, the Authority is hereby authorized to\n\nborrow monies on the credit of the income and revenues to be derived\n\nfrom the leasing of the building and, in anticipation of collection\n\nof such income and revenues, to issue negotiable or competitive\n\nbonds not to exceed the sum of Four Million Dollars ($4,000,000.00).\n\nThe maximum term for such bonds shall be twenty (20) years.
