The Oklahoma Capitol Improvement Authority may provide for\n\nthe funding for equipment and furnishings for properties and\n\nfacilities located in the Food Processing Center located at Oklahoma\n\nState University in Stillwater, Oklahoma, and may hold title to or a\n\nleasehold interest in the equipment and furnishings until such time\n\nas the indebtedness created pursuant to this section shall be\n\nretired or defeased. Upon the retirement of the indebtedness\n\ncreated pursuant to this section, the title to the equipment and\n\nfurnishings shall be transferred from the Oklahoma Capitol\n\nImprovement Authority to Oklahoma State University.\n\nB. For the purpose of paying the costs of the projects\n\nauthorized in subsection A of this section, the Authority is hereby\n\nauthorized to borrow monies on the credit of the income and revenues\n\nto be derived from the leasing of the equipment and furnishings and,\n\nin anticipation of the collection of such income and revenues, to\n\nissue negotiable or competitive bonds not to exceed the sum of Two\n\nMillion One Hundred Twenty-five Thousand Dollars ($2,125,000.00) as\n\nmay be determined by the Authority. The maximum term for such bonds\n\nshall be five (5) years. It is the intent of the Legislature that\n\nOklahoma State University establish fees to offset the costs of the\n\nprojects authorized in subsection A of this section. It is the\n\nintent of the Legislature to appropriate to the Oklahoma State\n\nRegents for Higher Education sufficient monies to make lease\n\npayments to the Authority for purposes of retiring the debt created\n\npursuant to this section.\n\nC. The Authority may issue the bonds in one or more series and\n\nin conjunction with other issues of the Authority.\n\nD. Insofar as they are not in conflict with the provisions of\n\nthis section, the provisions of Section 151 et seq. of Title 73 of\n\nthe Oklahoma Statutes shall apply to this section.\n\nE.
