Stat. tit. 73, § 73-184","heading":"Equipment leasing and finance program","body":"The Oklahoma Capitol Improvement Authority, in cooperation with\n\nthe State Treasurer, is hereby authorized to create and administer a\n\nstate agency equipment leasing and finance program. The Authority\n\nmay issue notes or other obligations, the proceeds of which may be\n\nused to acquire equipment required by state agencies. The Authority\n\nmay lease the equipment to state agencies and pledge the revenues\n\nfrom the leases to secure the notes or obligations. The notes or\n\nobligations shall not be debts of the State of Oklahoma but shall be\n\npayable solely from the revenue derived from the leases. Provided,\n\nthe Authority is further authorized to notify the Office of\n\nManagement and Enterprise Services of any default by an agency\n\nleasing equipment under the program. If the Office of Management\n\nand Enterprise Services determines that the defaulting agency has\n\nfunds lawfully available to pay the defaulted lease payment, the\n\nOffice of Management and Enterprise Services is authorized and\n\ndirected to generate the payment to the Authority and reduce the\n\nspending authority of the defaulting agency by a corresponding\n\namount. The State Treasurer is authorized to purchase the notes or\n\nobligations from the Authority as an investment at rates comparable\n\nwith other state investments. The Attorney General shall review and\n\napprove all documentation necessary to carry out the program. The\n\nAuthority may authorize a total maximum authorized amount of notes\n\nand obligations to be used for the program on a fiscal year basis,\n\nand it shall not be necessary to adopt a resolution for each\n\nindividual note or obligation secured by a state agency lease.
