The Long-Range Capital Planning Commission shall develop\n\nplans and adopt authorizations directing the Oklahoma Capitol\n\nImprovement Authority on the utilization of Oklahoma Capital Assets\n\nMaintenance and Protection Fund monies.\n\nB. 1. The Commission shall develop and adopt the following\n\nfive-year plans to provide for allocations and expenditures of the\n\nOklahoma Capital Assets Maintenance and Protection Fund as follows:\n\na. the OCAMP Higher Education Five-year Plan, for the\n\nmaintaining and repairing of state-owned properties\n\nand buildings of public institutions of higher\n\nlearning,\n\nb. the OCAMP Tourism and Recreation Five-year Plan, for\n\nthe maintaining and repairing of properties and\n\nbuildings of state parks operated by the Oklahoma\n\nTourism and Recreation Department, and\n\nc. the OCAMP State Five-year Plan, for the maintaining\n\nand repairing of all state-owned properties and\n\nbuildings.\n\n2. For fiscal year 2026, the Commission shall allocate Oklahoma\n\nCapital Assets Maintenance and Protection Fund monies to such five-\n\nyear plans in the following proportions:\n\na. the OCAMP Higher Education Five-year Plan shall be\n\nallocated forty-five percent (45%) of such monies for\n\nthe following:\n\n(1) twenty percent (20%) of those monies allocated\n\nshall be for four-year colleges and universities\n\nreceiving a Research Colleges and Universities\n\ndesignation from the Carnegie Classification of\n\nInstitutions of Higher Education to be further\n\nallocated as follows:\n\n(a) fifty percent (50%) for those colleges and\n\nuniversities defined as a historically black\n\ncollege or university pursuant to the\n\nfederal Higher Education Act of 1965, as\n\namended, and\n\n(b) fifty percent (50%) of those monies\n\nallocated shall be for other colleges and\n\nuniversities,\n\n(2) thirty-five percent (35%) of those monies\n\nallocated shall be for two-year institutions of\n\nhigher education within The Oklahoma State System\n\nof Higher Education, and\n\n(3) forty-five percent (45%) of those monies\n\nallocated shall be for all 4-year colleges and\n\nuniversities except the University of Oklahoma\n\nlocated in Norman, Oklahoma, and Oklahoma State\n\nUniversity located in Stillwater, Oklahoma,\n\nb. the OCAMP Tourism and Recreation Five-year Plan shall\n\nbe allocated ten percent (10%) of such monies, and\n\nc. the OCAMP State Five-year Plan shall be allocated\n\nforty-five percent (45%) of such monies.\n\nC. The Commission shall update each five-year plan no less\n\noften than biennially. Upon the adoption of such plans and upon\n\neach update to such plans, a report detailing such plans shall be\n\nsubmitted by electronic means to the Governor, the President Pro\n\nTempore of the Senate, and the Speaker of the House of\n\nRepresentatives.\n\nD. The Office of Management and Enterprise Services, with the\n\nadvice and assistance of the Oklahoma Capitol Improvement Authority,\n\nshall provide staffing for the Commission and other such assistance\n\nas the Commission may require.\n\nE. The Commission may direct the Oklahoma Capitol Improvement\n\nAuthority to allocate, budget, and expend, either directly or under\n\nthe terms of memoranda of understanding lawfully entered into with\n\nother state entities, monies from the Oklahoma Capital Assets\n\nMaintenance and Protection Fund on any project or item that has been\n\nincluded in an applicable five-year plan authorized under the\n\nprovisions of the Oklahoma Capital Assets Maintenance and Protection\n\nAct for no less than one (1) year.","path":["OK Code","Title 73"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os73.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"f6ea5b99ad148c707f6ab072cde9251e68cfd7fd505fb5e98b91f5630070309c","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-73-73-187b","next":"us-ok/okla.-stat.-tit.-73-73-188b"},"notice":"GroundRules: Original legal text.
