The Capitol-Medical Center Improvement and Zoning Commission\n\nshall make, adopt, maintain and revise from time to time an official\n\nmaster comprehensive plan for the District for the purpose of\n\nbringing about the coordinated physical development in accordance\n\nwith the present and future needs of the District. The master plan\n\nshall be developed so as to conserve the natural resources of the\n\nDistrict, to ensure efficient expenditure of public funds, and to\n\npromote the safety, convenience, prosperity and general welfare of\n\nthe inhabitants and property owners therein. Such master\n\ncomprehensive plan shall include, among other things, regulations\n\nrelative to the location, character and extent of highways,\n\nrailroads, transportation routes, utility services, buildings,\n\nparks, and parkways within the District. The Commission may adopt\n\nthe master comprehensive plan in whole or in part and subsequently\n\namend or extend the adopted plan or portion thereof. After adoption\n\nof the master comprehensive plan, or of any extension or amendment\n\nthereof, an attested copy thereof shall be filed for record with the\n\ncounty clerk of Oklahoma County. The Commission shall coordinate\n\nsuch master comprehensive plan, to the greatest extent it deems\n\npractical, with the master plan of the City of Oklahoma City and\n\nthat of the Oklahoma County Planning Commission and the eight-year\n\nplan of the Long-Range Capital Planning Commission.\n\nB. The Commission is hereby authorized and directed to enter\n\ninto agreements with the City of Oklahoma City providing for mutual\n\ncooperation and joint regulation within the District with respect\n\nto:\n\n1. Planning and zoning;\n\n2. Permission to build or to use land;\n\n3. Enforcement of building, health and safety codes and\n\ninspection to insure compliance therewith; and\n\n4.
