Before an applicant may spend any monies awarded by the\n\nOklahoma Capitol Complex and Centennial Commemoration Commission for\n\nan historic capitol building project, the Commission shall adopt\n\nminimum standards for the description of project work in cooperation\n\nwith the Oklahoma Historic Preservation Officer at the Oklahoma\n\nHistorical Society.\n\n1. An applicant that receives a grant for the preservation or\n\nrehabilitation of an historic capitol building pursuant to the\n\nOklahoma Historic Capitols Preservation Program must use the United\n\nStates Secretary of Interior’s Standards for Rehabilitation for work\n\non the project.\n\n2. An applicant that receives a grant for the preservation or\n\nrehabilitation of an historic capitol building pursuant to the\n\nprogram may use the money only for eligible preservation and\n\nrehabilitation expenses that the Commission in cooperation with the\n\nOklahoma Historic Preservation Officer at the Oklahoma Historical\n\nSociety prescribes by rule. Eligible expenses may include, but are\n\nnot limited to:\n\na. structural, mechanical, electrical, and plumbing\n\nsystems and weather protection and emergency public\n\nsafety issues not covered by insurance,\n\nb. code and environmental compliance, including, but not\n\nlimited to, complying with the federal Americans with\n\nDisabilities Act of 1990 and its subsequent amendments\n\nand other federal or state laws relating to\n\naccessibility standards, hazardous materials\n\nmitigation rules and other similar concerns,\n\nc. replication of a missing architectural feature,\n\nd. removal of an inappropriate addition or modification,\n\nand\n\ne. rehabilitation of a courtroom or other significant\n\npublic space in a functional and historically\n\nappropriate manner.\n\nB. The Commission in cooperation with the Oklahoma Historic\n\nPreservation Officer at the Oklahoma Historical Society by rule\n\nshall provide for oversight procedures on a project.
