Stat. tit. 74, § 74-1005","heading":"Filing of agreements - Status - Actions","body":"Prior to its entry into force, an agreement made pursuant to\n\nthis act shall be filed with the county clerk and with the Secretary\n\nof State. In the event that an agreement entered into pursuant to\n\nthis act is between or among one or more public agencies of this\n\nstate and one or more public agencies of another state or of the\n\nUnited States, said agreement shall have the status of an interstate\n\ncompact, but in any case or controversy involving performance or\n\ninterpretation thereof or liability thereunder, the public agencies\n\nparty thereto shall be real parties in interest and the state may\n\nmaintain an action to recoup or otherwise make itself whole for any\n\ndamages or liability which it may incur by reason of being joined as\n\na party therein.
