Stat. tit. 74, § 74-1053","heading":"Expenditures - Appropriations","body":"Any supplementary agreement entered into pursuant to Article VI\n\nof the Compact and requiring the expenditure of funds or the\n\nassumption of an obligation to expend funds shall not become\n\neffective as to this state prior to the making of an appropriation\n\ntherefor by the Legislature.
