There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma State Regents for Higher Education to be\n\ndesignated the “Higher Education Facilities Revolving Fund”. The\n\nfund shall be a continuing fund, not subject to fiscal year\n\nlimitations, and shall consist of all monies received by the\n\nOklahoma State Regents for Higher Education from the assessment\n\nimposed pursuant to Section 354 of Title 17 of the Oklahoma\n\nStatutes.\n\nB. There shall be two accounts established in such fund. It is\n\nthe intent of the Legislature that one account shall be for the\n\npurpose of transfer and allocation to the University of Oklahoma for\n\nfunding construction of a weather center on the campus of the\n\nUniversity of Oklahoma and one account shall be for the purpose of\n\ntransfer and allocation to Oklahoma State University for funding the\n\npurchase of equipment and renovation of facilities on the campus of\n\nOklahoma State University for work on the application of advanced\n\nsensor technology for the detection of chemical and biological\n\nthreats to homeland security. Any monies accruing to the credit of\n\nsaid fund shall be divided equally for deposit into the two accounts\n\nprovided for herein. No funds deposited into one account shall be\n\ntransferred into the other account. All monies in each account are\n\nhereby appropriated and may be budgeted and expended by the Oklahoma\n\nState Regents for Higher Education for the purpose of allocation and\n\ntransfer to the University of Oklahoma and Oklahoma State University\n\nas specified herein.
