There is hereby continued a Jim Thorpe Repair Expenditure\n\nOversight Committee originally created in Section 382 of Title 73 of\n\nthe Oklahoma Statutes. The authorized distributions from the Legacy\n\nCapital Financing Fund as described in Enrolled House Bill No. 1011\n\nof the 1st Extraordinary Session of the 59th Oklahoma Legislature\n\nthat are needed for repairs to the interior and exterior of the Jim\n\nThorpe Office Building shall be subject to the approval of the Jim\n\nThorpe Repair Expenditure Oversight Committee; provided, however,\n\nthe expenditure of those proceeds shall be subject to a Request for\n\nProposal process.\n\nThe Committee shall be composed of nine (9) members as follows:\n\n1. Three persons to be appointed by the Governor, one of whom\n\nshall serve as chair of the Committee;\n\n2. Three legislators to be appointed by the Speaker of the\n\nOklahoma House of Representatives, two of whom shall be members of\n\nthe majority political party and one of whom shall be a member of\n\nthe minority political party; and\n\n3. Three legislators to be appointed by the President Pro\n\nTempore of the Oklahoma State Senate, two of whom shall be members\n\nof the majority political party and one of whom shall be a member of\n\nthe minority political party. Five members of the Committee shall\n\nconstitute a quorum and the vote of five members shall be necessary\n\nfor any action taken by the Committee. The Committee shall be\n\nstaffed by employees of the Office of Management and Enterprise\n\nServices. The Committee shall be subject to the Oklahoma Open\n\nMeeting Act.\n\nB. The Committee shall deliver a preliminary plan for the\n\nrenovation, repair, and remodeling of the Jim Thorpe Office Building\n\nto the Director of the Office of Management and Enterprise Services\n\nno later than December 31, 2022. The preliminary plan shall include\n\nthe following components:\n\n1. Establishment of the Office of Management and Enterprise\n\nServices' goal and criteria for use by the vendor; and\n\n2. Selection criteria for the design-build team vendor to be\n\nselected through a Request for Proposal process.\n\nC. Following receipt of the preliminary plan as approved by the\n\nCommittee, the Office of Management and Enterprise Services shall\n\nsolicit Requests for Proposals to select the vendor for the project.\n\nD. The Committee shall deliver a final plan to the Director of\n\nthe Office of Management and Enterprise Services no later than June\n\n30, 2023. The final plan shall include the following components:\n\n1. Approval of the final scope of work developed by the vendor;\n\nand\n\n2. Approval of the project phasing developed by the vendor.\n\nE. Following delivery of the final plan, the Committee shall\n\ncontinue to oversee the expenditure of proceeds from the sale of\n\nobligations issued pursuant to the provisions of this section until\n\ncompletion of the renovation, repair, and remodeling of the Jim\n\nThorpe Office Building. The Committee may also propose and approve\n\namendments to the plan as it deems appropriate.\n\nF. The Director of the Office of Management and Enterprise\n\nServices shall have responsibility to substantially implement the\n\nplan as presented by the Committee.\n\nG.
