The State of Oklahoma recognizes the status of the federally\n\nrecognized tribal governments residing in the geographical\n\nboundaries of the state as sovereign nations and the state\n\nrecognizes the need for further cooperation between the state and\n\nthe tribes and their citizens and the importance of the government-\n\nto-government relationship between the state and the tribes.\n\nB. There is hereby created the position of Oklahoma Native\n\nAmerican Liaison who shall be appointed by the Governor. The\n\nOklahoma Native American Liaison may also serve as the Secretary of\n\nNative American Affairs or a successor cabinet position and shall\n\nhave jurisdictional areas of responsibility related to Native\n\nAmerican issues and state and tribal relations. The first Oklahoma\n\nNative American Liaison shall be appointed no later than December 1,\n\n2012.\n\nC. Any person appointed to the position of Oklahoma Native\n\nAmerican Liaison shall be a member or citizen of a federally\n\nrecognized American Indian tribe or nation that has its primary\n\ntribal headquarters located in Oklahoma and shall have valid proof\n\nof membership or citizenship.\n\nD. The salary and any other expenses for the Oklahoma Native\n\nAmerican Liaison shall be budgeted as a separate line item through\n\nthe Governor. The Governor shall provide adequate office space,\n\nequipment and support necessary to enable the Oklahoma Native\n\nAmerican Liaison to carry out the duties and responsibilities of the\n\nposition.\n\nE. The Oklahoma Native American Liaison shall:\n\n1. Have the powers and duties over Native American issues and\n\nstate and tribal relation areas designated to the position by the\n\nGovernor;\n\n2. Monitor all compacts, including gaming, tobacco, and motor\n\nvehicle fuel compacts, entered into by the state and political\n\nsubdivisions with federally recognized Indian tribal governments\n\nwithin this state;\n\n3. Coordinate with the Office of Tribal Relations within the\n\nOklahoma Historical Society on the gathering, preserving and\n\nmaintaining of all compacts and agreements between federally\n\nrecognized Indian tribal governments and the state and political\n\nsubdivisions and all related records, documents and materials;\n\n4. Monitor state agency consultation policies with tribal\n\ngovernments;\n\n5. Monitor the interactions of state agencies with tribal\n\ngovernments;\n\n6. Provide coordination between tribes and state agencies for\n\nany activities of the state agency that will directly affect tribal\n\ngovernments or their property;\n\n7. Inform tribes about ongoing or proposed state programs that\n\nwill affect tribal governments or their property;\n\n8. Coordinate with tribal governments to determine priorities\n\nof interest for possible cooperation between the various agencies\n\nand the tribal governments;\n\n9. Inform tribes on funding opportunities through partnerships\n\nwith state agencies to address locally determined priorities of\n\ninterest agreed to by both the state and tribal governments;\n\n10. Ensure continuing outreach to tribes and shall establish\n\nand maintain relationships with tribes and tribal organizations; and\n\n11.
