Stat. tit. 74, § 74-1221.A","heading":"Moratorium on compacts or cooperative agreements","body":"relating to surface water or groundwater.\n\nIn order to provide for the conservation, preservation,\n\nprotection and optimum development and utilization of surface water\n\nand groundwater within this state, the Legislature hereby\n\nestablishes a moratorium on any state or tribal compact or any\n\nintergovernmental cooperative agreement, authorized pursuant to law,\n\nwhich is drafted in whole or in part to apportion surface water or\n\ngroundwater ownership, or authorize or otherwise implement any sale\n\nor exportation of surface water or groundwater outside this state,\n\nexcept as authorized by the provisions of this act.
