Proceeds of the bonds or other obligations issued pursuant\n\nto Section 304.2 of Title 73 of the Oklahoma Statutes shall only be\n\nexpended for the purpose of completing the American Indian Cultural\n\nCenter and Museum (AICCM).\n\nB. Proceeds of the bonds or other obligations issued pursuant\n\nto Section 304.2 of Title 73 of the Oklahoma Statutes shall be\n\nexpended according to the limits of this subsection.\n\n1. Upon certification by the Office of Management and\n\nEnterprise Services (OMES) that a specific amount exceeding Ten\n\nMillion Dollars ($10,000,000.00) in nonstate and nonfederal\n\ndonations, contributions, gifts and bequests for the purpose of\n\ncompleting the AICCM has been deposited into the American Indian\n\nCultural Center and Museum Completion Fund created pursuant to\n\nSection 1226.20 of this title, the Oklahoma Capitol Improvement\n\nAuthority (OCIA) and the Native American Cultural and Educational\n\nAuthority (Authority) shall be authorized to expend an amount to be\n\ncertified by OMES from the proceeds of bonds or other obligations\n\nissued pursuant to Section 304.2 of Title 73 of the Oklahoma\n\nStatutes. The Nine Million Dollars ($9,000,000.00) committed by the\n\nCity of Oklahoma City (City) pursuant to Section 1226.2 of this\n\ntitle shall not be included within the amount certified pursuant to\n\nthis paragraph, regardless of when such funds are provided.\n\n2. Following the initial certification provided by paragraph 1\n\nof this subsection, OCIA and the Authority may expend additional\n\nfunds upon subsequent certifications by OMES that specific\n\nadditional amounts of nonstate and nonfederal donations,\n\ncontributions, gifts and bequests have been deposited into the\n\nAmerican Indian Cultural Center and Museum Completion Fund. OCIA or\n\nthe Authority may request such certifications at any time. Upon\n\nsuch certifications, OCIA and the Authority shall be authorized to\n\nexpend equal amounts from the proceeds of bonds issued pursuant to\n\nSection 304.2 of Title 73 of the Oklahoma Statutes. In no event may\n\ntotal expenditures from the proceeds of bonds issued pursuant to\n\nSection 304.2 of Title 73 of the Oklahoma Statutes exceed the total\n\namounts certified by OMES.
