Stat. tit. 74, § 74-1226.4","heading":"Powers and duties","body":"The Authority is hereby authorized and empowered:\n\n1. To adopt bylaws for the regulation of its affairs and\n\nconduct of its business;\n\n2. To adopt an official seal and alter the same at pleasure;\n\n3. To have its principal office located at a site designated by\n\nthe Authority;\n\n4. To sue and be sued in contract, reverse condemnation,\n\nequity, mandamus and similar actions in its own name, plead and be\n\nimpleaded; provided, that any and all actions at law or in equity\n\nagainst the Authority shall be brought in Oklahoma County. The\n\nAuthority shall be subject to the Governmental Tort Claims Act,\n\nSection 151 et seq. of Title 51 of the Oklahoma Statutes;\n\n5. To construct, maintain, repair and operate a Native American\n\ncultural center, museum and theme park;\n\n6. To construct, maintain, repair and operate any facilities\n\nnecessary to effectuate educational and training programs relating\n\nto Native American cultures, languages, skills, arts and crafts, to\n\ninclude facilities for the sale of such Native American artwork and\n\ncrafts;\n\n7. To issue revenue bonds of the Authority, payable solely from\n\nrevenues, including the revenues accruing to the trust fund created\n\nby this act, for the purpose of paying all or any part of the cost\n\nof any one or more projects;\n\n8. To fix and revise from time to time user charges for the use\n\nof projects;\n\n9. To acquire, hold, and dispose of real and personal property\n\nin the exercise of its powers and the performance of its duties, to\n\ninclude the right to acquire such property for prospective projects,\n\nincluding the acquisition of existing facilities, buildings,\n\nequipment and improvements;\n\n10. To lease projects, or portions thereof, to other\n\ngovernmental agencies or to private persons, partnerships,\n\ncorporations, trusts, and other private entities;\n\n11. To acquire in the name of the Authority by purchase or\n\notherwise on such terms and conditions and in such manner as it may\n\ndeem proper, such public or private lands, including public parks,\n\nor reservations, or parts thereof or rights therein, rights-of-way,\n\nproperty rights, easements, and interests, as it may deem necessary\n\nfor carrying out the provisions of this act;\n\n12. To make and enter into all contracts and agreements\n\nnecessary or incidental to the performance of its duties and the\n\nexecution of its powers, and to employ consulting engineers,\n\nattorneys, accountants, construction and financial experts,\n\nsuperintendents, managers, and such other employees and agents as\n\nmay be necessary in its judgment, and to fix their compensation;\n\n13. To receive and accept from any federal agency grants for or\n\nin aid of the construction of any project; and to receive and accept\n\naid or contributions from any source of either money, property,\n\nlabor, or other things of value, to be held, used, and applied only\n\nfor the purposes for which such grants and contributions may be\n\nmade;\n\n14. To do all things necessary or convenient to carry out the\n\npowers expressly granted in this act; and\n\n15.
