Except as provided in subsection B of this section, each\n\nstate agency participating in the Group Insurance Plans shall\n\nappropriate and pay to the appropriate reserve fund an amount to be\n\nset by the Oklahoma Employees Insurance and Benefits Board for each\n\nemployee other than education employees per month enrolled in said\n\nPlans, from funds appropriated to said agency or from other funds\n\navailable to such agency for operational purposes.\n\nB.
