The Board shall develop a flexible benefits plan, in\n\naccordance with the provisions of Section 1344 of this title, to be\n\nmade available to the State Regents for Higher Education or any\n\ninstitution under the authority of the State Regents for Higher\n\nEducation, counties, municipalities, political subdivisions or\n\nschool districts. If the State Regents for Higher Education or any\n\ninstitution under the authority of the State Regents for Higher\n\nEducation, any individual county, municipality, political\n\nsubdivision or school district chooses to participate in the plan,\n\nit must, by a resolution adopted by the governing body, adopt a\n\nwritten flexible benefits plan and notify the Board in order to\n\nparticipate in the program. All full-time employees of a\n\nparticipating entity shall be given the option of participating in\n\nthe program. The Board is authorized to contract with the State\n\nRegents for Higher Education or any institution under the authority\n\nof the State Regents for Higher Education, any county, municipality,\n\npolitical subdivision or school district within this state for\n\nproviding a flexible benefits plan and is authorized to assess\n\ncharges to participating entities to cover the costs associated with\n\nadministering this program.\n\nB.
