The Oklahoma State Bureau of Investigation shall have the\n\npower and duty to:\n\n1. Maintain a nationally accredited scientific laboratory to\n\nassist all law enforcement agencies in the discovery and detection\n\nof criminal activity;\n\n2. Maintain fingerprint and other identification files\n\nincluding criminal history records, juvenile identification files,\n\nand DNA profiles;\n\n3. Establish, coordinate and maintain the automated fingerprint\n\nidentification system (AFIS) and the deoxyribonucleic acid (DNA)\n\nlaboratory;\n\n4. Operate teletype, mobile and fixed radio or other\n\ncommunications systems;\n\n5. Conduct schools and training programs for the agents, peace\n\nofficers, and technicians of this state charged with the enforcement\n\nof law and order and the investigation and detection of crime;\n\n6. Assist the Director of the Oklahoma State Bureau of\n\nNarcotics and Dangerous Drugs Control, the Chief Medical Examiner,\n\nand all law enforcement officers and district attorneys when such\n\nassistance is requested, in accordance with the policy determined by\n\nthe Oklahoma State Bureau of Investigation Commission established in\n\nSection 150.3 of this title;\n\n7. Investigate and detect criminal activity when directed to do\n\nso by the Governor;\n\n8. Investigate, detect, institute and maintain actions\n\ninvolving vehicle theft pursuant to Section 150.7a of this title or\n\noil, gas or oil field equipment theft pursuant to Sections 152.2\n\nthrough 152.9 of this title;\n\n9. Investigate any criminal threat made to the physical safety\n\nof elected or appointed officials of this state or any political\n\nsubdivision of the state and forward the results of that\n\ninvestigation to the Department of Public Safety, and provide\n\nsecurity to foreign elected or appointed officials while they are in\n\nthis state on official business;\n\n10. Investigate and detect violations of the Oklahoma Computer\n\nCrimes Act;\n\n11. Investigate and enforce all laws relating to any crime\n\nlisted in Section 571 of Title 57 of the Oklahoma Statutes that\n\noccurs on the turnpikes;\n\n12. Investigate and detect criminal activity involving files,\n\nrecords, assets, properties, buildings or employees of the Oklahoma\n\nState Bureau of Investigation. Nothing in this paragraph shall\n\nlimit or prevent any criminal investigation of the matter by the\n\nsheriff of the county or any law enforcement agency of competent\n\njurisdiction; and\n\n13. Contract with municipal or county law enforcement agencies\n\nto conduct administrative reviews of law enforcement use-of-force\n\ninvestigations for compliance with current investigative procedures,\n\nstandards and law. All funds received as a result of the contract\n\nwill be deposited in the OSBI Revolving Fund. Any review of use-of-\n\nforce investigation shall be done by a certified police officer.\n\nB. There is hereby created in the State Treasury a revolving\n\nfund for the Oklahoma State Bureau of Investigation to be designated\n\nthe \"Alaunna Raffield Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies received by the Bureau from appropriations\n\ndesignated for deposit in the fund. All monies accruing to the\n\ncredit of the fund are hereby appropriated and may be budgeted and\n\nexpended by the Bureau for the purpose of assisting law enforcement\n\npartners with the cost of attending trainings facilitated by the\n\nBureau. Scholarship opportunities shall be afforded each year to\n\ncounty and municipal law enforcement agencies to attend accredited\n\ntrainings conducted by the Bureau. Expenditures from the fund shall\n\nbe made upon warrants issued by the State Treasurer against claims\n\nfiled as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.
