Stat. tit. 74, § 74-150.27","heading":"Deoxyribonucleic acid (DNA) laboratory - Coordination","body":"of use with law enforcement agencies – Forensic DNA technical\n\nmanager.\n\nA. There shall be established within the Oklahoma State Bureau\n\nof Investigation (OSBI) a deoxyribonucleic acid (DNA) laboratory for\n\nthe purpose of determining DNA profiles to be used for evidence in\n\ncriminal proceedings. The OSBI shall coordinate the use of this\n\nlaboratory and equipment with federal, state, county, and municipal\n\nlaw enforcement agencies. All county sheriff departments and all\n\npolice departments for municipalities may participate in this\n\nlaboratory. The OSBI shall establish standards and guidelines for\n\nthe deoxyribonucleic acid (DNA) laboratory and shall comply with any\n\nregulations applicable to DNA testing, sampling and laboratory\n\nstandards.\n\nB. The OSBI may make a DNA profile of any blood or saliva\n\nspecimen received for any other purpose by the Bureau and place the\n\nDNA profile in its DNA population database. The DNA population\n\ndatabase shall not be indexed by donor name, and the Bureau shall\n\npromulgate rules to protect the privacy of the DNA donors.\n\nC. The OSBI may contract for the services of a Forensic DNA\n\nTechnical Manager as reasonably necessary to ensure the continued\n\noperations of the DNA laboratory. The OSBI shall be exempt from the\n\ncompetitive bidding requirements of the Oklahoma Central Purchasing\n\nAct for the purpose of soliciting, negotiating, and effectuating\n\nsuch a contract or contracts.\n\nD. The OSBI shall promulgate necessary policies, procedures,\n\nand forms for participation in a rapid DNA investigative lead\n\nprogram, a statewide program for law enforcement agencies, outlining\n\nthe collection and processing of crime scene samples utilizing rapid\n\nDNA instrumentation.
