Stat. tit. 74, § 74-150.38","heading":"Child Abuse Response Team (CART) - Employees -","body":"Qualifications - Report.\n\nA. Subject to the availability of funds, there is hereby\n\nestablished within the Oklahoma State Bureau of Investigation the\n\nChild Abuse Response Team (CART) for the purpose of investigating\n\ncases of physical and sexual abuse of a child. For the purpose of\n\nimplementing CART, the Bureau shall employ at least eight Law\n\nEnforcement Special Agents assigned to the CART, which shall be\n\nfull-time-equivalent positions within the Bureau. The previously\n\nunclassified positions of CART investigator and CART forensic\n\ninterviewer shall be transferred to and placed in the classified\n\nservice without a loss in salary.\n\nB. In addition to any other law or rule specifying requirements\n\nor qualifications for an OSBI agent to be employed by the Bureau,\n\nthe Child Abuse Response Team employees shall be qualified for the\n\nrespective positions as follows:\n\n1. Every CART Agent shall:\n\na. have at least three (3) years of experience as a\n\ncriminal investigator in a law enforcement agency or\n\nagencies,\n\nb. be currently certified as a peace officer by the\n\nCouncil on Law Enforcement Education and Training\n\n(CLEET),\n\nc. have served as the primary criminal investigative\n\nofficer in a law enforcement agency or agencies on\n\ncases of physical or sexual abuse of a child,\n\nd. have graduated from an accredited college or\n\nuniversity with a bachelor degree,\n\ne. have experience in conducting forensic interviews of\n\nchildren in cases of physical or sexual abuse of a\n\nchild,\n\nf. have experience testifying in cases of physical or\n\nsexual abuse of a child, and\n\ng. have completed at least one hundred (100) hours of\n\neducation or training on forensic interviewing of a\n\nchild.\n\n2. If the director of the Oklahoma State Bureau of\n\nInvestigation is unable to find a person whose qualifications meet\n\nor exceed the qualifications specified for the position of Law\n\nEnforcement Special Agent assigned to the CART, the director is\n\nauthorized to offer such position to a person whose qualifications\n\nsubstantially meet the qualifications specified for the position.\n\nC. The Bureau may promulgate rules, procedures and forms\n\nnecessary to establish and implement the functions of the Child\n\nAbuse Response Team and to coordinate responsibilities with other\n\npersons or agencies having responsibilities relating to child abuse\n\ninvestigation and response to child abuse. Members of the Child\n\nAbuse Response Team are authorized, when available, to be involved\n\nand utilized in investigations of crimes other than cases of\n\nphysical and sexual abuse of a child.\n\nD.
