Stat. tit. 74, § 74-152.3","heading":"Additional powers and duties of Bureau","body":"\n\nIn addition to the other powers and duties of the Oklahoma State\n\nBureau of Investigation provided by law, the Bureau shall have the\n\npower and duty to:\n\n1. Review records from any oil reclaimer to ensure that oil is\n\nnot stolen;\n\n2. To enter upon any public or private property to conduct\n\ninspections at reasonable hours to ensure that any operation of an\n\noil reclaiming facility is not a conduit for unlawful oil and for\n\nthe purpose of investigating oil or gas theft operations and to take\n\nnecessary action if any operation is found to be a conduit for\n\nstolen oil or gas;\n\n3. Advise, consult, and cooperate with other agencies of this\n\nstate, the federal government, other states and interstate agencies,\n\nand with affected groups and political subdivisions concerning oil\n\nreclaiming operations, the transportation of unlawful oil and\n\nunlawful gas and stolen oil field equipment;\n\n4. Institute and maintain or intervene in any action or\n\nproceeding where deemed necessary by the Bureau to ensure that any\n\noperation of an oil reclaiming facility is not a conduit for\n\nunlawful oil or for the purpose of prosecuting persons involved in\n\noil field equipment theft;\n\n5. Conduct investigations of organized oil or gas theft rings\n\nand stolen oil field equipment rings;\n\n6. Determine sources and outlets for unlawful oil or unlawful\n\ngas or stolen oil field equipment;\n\n7. Stop any vehicle transporting or appearing to transport any\n\noil, gas or salt water, for the purpose of inspecting, measuring,\n\nand taking samples of the cargo and inspecting load tickets to\n\nensure that such vehicle is not transporting unlawful gas or\n\nunlawful oil;\n\n8. Stop any vehicle transporting or appearing to transport any\n\noil field equipment, for the purpose of inspecting the cargo being\n\ntransported and to inspect bills of lading to ensure that the\n\nvehicle is not transporting stolen oil field equipment;\n\n9. Investigate any theft of oil or gas or oil field equipment\n\nof which the agency receives notice;\n\n10. Arrest or cause the arrest of any person when reasonable\n\ngrounds exist to believe such person is in possession of unlawful\n\noil, unlawful gas or stolen oil field equipment;\n\n11. Coordinate the efforts of this state to reduce oil, gas and\n\noil field equipment theft with local, state, and federal law\n\nenforcement agencies;\n\n12. Develop educational programs on detection and prevention of\n\noil, gas and oil field equipment theft; and\n\n13.
