Each agent of the Oklahoma State Bureau of Investigation,\n\neach agent of the Federal Bureau of Investigation, each highway\n\npatrolman, each sheriff and each state-certified peace officer in\n\nthis state is authorized to stop any vehicle transporting or\n\nappearing to transport oil, gas or salt water, for the purpose of\n\ninspecting, measuring, and taking samples of the cargo and\n\ninspecting the load ticket of such vehicle to ensure that the cargo\n\nconforms to such load ticket. Except as authorized in subsection C\n\nof this section, upon stopping any vehicle pursuant to this section,\n\nsuch patrolmen, agents, sheriffs or peace officers are not\n\nauthorized to take any samples of the cargo of such vehicle until\n\nthe vehicle arrives at its destination as indicated on its load\n\nticket.\n\nB. Each agent of the Oklahoma State Bureau of Investigation,\n\neach agent of the Federal Bureau of Investigation, each highway\n\npatrolman, each sheriff and each state-certified peace officer in\n\nthis state is authorized to stop any vehicle transporting or\n\nappearing to transport oil field equipment, for the purpose of\n\ninspecting the cargo and inspecting the bill of lading of the\n\nvehicle to ensure that the cargo conforms to the bill of lading.\n\nC. Such patrolmen, agents, sheriffs or peace officers may take\n\nsamples of the cargo of such vehicle if the vehicle has an out-of-\n\nstate destination as indicated on its load ticket or if no\n\ndestination is indicated on the load ticket.\n\nD. A rebuttable presumption that the cargo is unlawful oil or\n\nunlawful gas and probable cause for the arrest of any person\n\ntransporting oil, gas or salt water and the seizure of the vehicle\n\nand the oil or gas transported in the vehicle pursuant to Section\n\n152.8 of this title shall be established if:\n\n1. The person transporting oil or gas or salt water fails to\n\nproduce the load ticket upon proper request therefor;\n\n2. The load ticket does not contain such information so as to\n\ndescribe or otherwise evidence the cargo as required by state or\n\nfederal laws; or\n\n3.
