Each state agency may develop a State Employee Suggestion\n\nProgram. The purpose of the program shall be to promote efficiency\n\nand effectiveness of state governmental operations by providing\n\neconomic incentives to employees who make suggestions which result\n\nin direct cost savings.\n\nB. A state agency which implements a suggestion made by an\n\nemployee which results in direct cost savings to the agency of Five\n\nThousand Dollars ($5,000.00) or more may financially reward the\n\nemployee. The amount of any such award shall not exceed twenty\n\npercent (20%) of the cost savings to the agency. No state employee\n\nshall be eligible to receive more than one award payment in any\n\nsingle fiscal year. Each agency shall be responsible for\n\nimplementing a State Employee Suggestion Program as it deems\n\nappropriate in accordance with the provisions of this section.\n\nC. Suggestions pertaining to the following areas shall not be\n\neligible for awards: grievances; classification and pay; matters\n\nalready recommended for study, review or summary; matters which are\n\nthe result of assigned or contracted audits, budget and fiscal\n\npreparations studies, surveys, reviews or research; and matters\n\nrequiring the enactment of legislation. A suggester who applies for\n\npatent rights to his or her suggestion shall not be eligible for an\n\naward.\n\nD.
