Sections 1 through 3 of this act shall be known and may be\n\ncited as the \"Oklahoma Ticket to Work and Work Incentives\n\nImprovement Act\", as authorized by Section 1305 et seq., 42 U.S.C.,\n\nthe federal Ticket to Work and Work Incentives Improvement Act of\n\n1999, Public Law 106-170.\n\nB. The purposes of the Oklahoma Ticket to Work and Work\n\nIncentives Improvement Act are to:\n\n1. Provide employment and training preparation, placement\n\nservices and health care coverage to working individuals with\n\ndisabilities by enabling them to reduce their dependency on Social\n\nSecurity Disability Insurance or Supplemental Security Income cash\n\nbenefit programs;\n\n2. Provide individuals with disabilities who receive\n\nSupplemental Security Income cash benefits the ability to purchase\n\nMedicaid coverage enabling them to maintain health care coverage\n\nwhile working; and\n\n3. Ensure that programs and services provided to persons with\n\ndisabilities produce productive outcomes.\n\nC. The Oklahoma Legislature recognizes the following findings:\n\n1. It is important to support programs that provide training\n\nand employment services to individuals with disabilities in order to\n\nhelp them lead productive work lives;\n\n2. Health care coverage is important to all individuals and is\n\nparticularly important to individuals with disabilities who often\n\ncannot afford the insurance available to them through the private\n\nmarket;\n\n3. Many individuals with disabilities fear losing health care\n\ncoverage, including necessary support services, which ultimately\n\nhinders the individuals from maximizing their employment, earning\n\npotential, and independence;\n\n4. Many Social Security Disability Insurance and Supplemental\n\nSecurity Income beneficiaries risk losing Medicare or Medicaid\n\ncoverage that is linked to their existing cash benefits, a risk that\n\nis an equal, or greater, work disincentive than the loss of cash\n\nbenefits associated with obtaining work;\n\n5. Many individuals with disabilities have greater\n\nopportunities for employment than ever before, aided by important\n\npublic policy initiatives such as the Americans with Disabilities\n\nAct of 1990 (42 U.S.C. 12101 et seq.), advancements in public\n\nunderstanding of disability, and innovations in assistive\n\ntechnology, medical treatment, and rehabilitation; and\n\n6. Creating financial incentive work programs, providing better\n\nchoices in obtaining training and placement services, maintaining\n\nhealth care coverage while working, and redesigning existing\n\nservice-related programs may eliminate barriers to work for persons\n\nwith disabilities and may greatly improve their short- and long-term\n\nfinancial and personal well-being.\n\nD. As used in the Oklahoma Ticket to Work and Work Incentives\n\nImprovement Act, \"Medicaid\" means the medical assistance program\n\nestablished in Title XIX of the Social Security Act, 42 U.S.C.A.,\n\nSection 1396 et seq., and administered in this state by the Oklahoma\n\nHealth Care Authority.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"b34ac4181edfd9e4458ee2ee346dbc93ef678b8667a44a6bf7ba69814d57680b","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-166.1","next":"us-ok/okla.-stat.-tit.-74-74-166.11"},"notice":"GroundRules: Original legal text.
