Effective July 1, 1993, there is hereby created the\n\nCommission for Rehabilitation Services, an agency of this state, a\n\nbody corporate and politic, with powers of government and with the\n\nauthority to exercise the rights, privileges and functions as herein\n\nspecified, with its lawful operations deemed to be an essential\n\ngovernmental function of this state with all the attributes thereof.\n\nB. The Commission shall appoint and remove the Director of the\n\nState Department of Rehabilitation Services, approve programs,\n\npolicy and budget, and perform the necessary functions of a\n\ngoverning board for the State Department of Rehabilitation Services.\n\nC. l. The Commission shall consist of seven (7) members, to be\n\nappointed as follows:\n\na. two members shall be appointed by the President Pro\n\nTempore of the Senate,\n\nb. two members shall be appointed by the Speaker of the\n\nHouse of Representatives, and\n\nc. three members shall be appointed by the Governor.\n\n2. Except as otherwise provided by this subsection, members\n\nshall be appointed for terms of three (3) years. Each term shall\n\nbegin on July 1 of the respective year and end on June 30 three (3)\n\nyears later.\n\n3. The current appointee of the Speaker of the House of\n\nRepresentatives shall serve until June 30, 2025. The current\n\nappointee of the Governor shall serve until June 30, 2026. The\n\ncurrent appointee of the President Pro Tempore of the Senate shall\n\nserve until June 30, 2027.\n\n4. For the purpose of expanding the Commission to seven (7)\n\nmembers, the following additional members shall be appointed:\n\na. one member shall be appointed by the President Pro\n\nTempore of the Senate for a term beginning on July 1,\n\n2025, and ending on June 30, 2027,\n\nb. two members shall be appointed by the Governor, each\n\nfor a term beginning on July 1, 2025, and ending on\n\nJune 30, 2026, and\n\nc. one member shall be appointed by the Speaker of the\n\nHouse of Representatives for a term beginning on July\n\n1, 2025, and ending on June 30, 2028, in addition to\n\nthe member the Speaker shall appoint to fill the seat\n\nof the current member whose term expires on June 30,\n\n2025.\n\n5. Thereafter, at the expiration of the term, or termination of\n\nthe member’s service for any reason, the original appointing\n\nauthority shall appoint a successor for a term of three (3) years,\n\nor for the remainder of an unexpired term.\n\nD. Members of the Commission shall be knowledgeable of and have\n\nconcern for rehabilitation issues and disability issues; provided,\n\nthat such requirement shall not exclude participation of lay persons\n\nas Commission members. All members shall be residents of the state\n\nand qualified electors at the time of their appointment. Before\n\nentering upon the duties of their office, members of the Commission\n\nshall take the Constitutional oath of office and the same shall be\n\nfiled with the Secretary of State. A member of the Commission may\n\nbe reappointed to succeed himself or herself. Commission members\n\nshall be reimbursed for travel expenses incurred in the performance\n\nof their duties as provided in the State Travel Reimbursement Act.\n\nE.
