There is hereby created in the State Treasury a revolving\n\nfund for the Commission on Rehabilitation Services, to be designated\n\nthe \"Rehabilitation Services Disbursing Fund\" provided that the fund\n\nmay be designated by fiscal year designations as the Commission may\n\ndetermine. The fund shall be a continuing fund, not subject to\n\nfiscal year limitations. The fund shall consist of receipts from\n\nthe federal government, monies appropriated to the State Department\n\nof Rehabilitation Services by the State Legislature, and other\n\nreceipts of the State Department of Rehabilitation Services as shall\n\nbe directed by the Commission for Rehabilitation Services. All\n\nmonies accruing to the credit of the fund are hereby appropriated\n\nand may be budgeted and expended by the Commission for\n\nRehabilitation Services as may be necessary in order to carry out\n\nthe duties imposed upon the Commission by law. Expenditures from\n\nthe Rehabilitation Services Disbursing Fund shall be made upon\n\nwarrants issued by the State Treasurer against claims filed as\n\nprescribed by law with the Director of the Office of Management and\n\nEnterprise Services for approval and payment.\n\nB. Appropriations, federal monies or any other monies collected\n\nby or for the Department and monies from the current and prior\n\nfiscal years may be transferred to and between the agency disbursing\n\nfunds for the current or prior fiscal years, the Medical and\n\nAssistance Funds and any other funds authorized for the use by the\n\nDepartment as necessary to carry out the duties of the Commission.\n\nAll transfer requests shall be in writing to the Office of\n\nManagement and Enterprise Services. Such monies transferred shall\n\nbe included in the Department's budget work program. The Department\n\nshall maintain records of the transfers.\n\nC. Receipt and expenditure of unanticipated federal funds\n\nawarded to the Department after the commencement of the fiscal year\n\nshall be exempt from expenditure limitations, provided that any such\n\nfunds are included in the Department's budget work program.\n\nD. The Director of the Department may request through the\n\nDirector of the Office of Management and Enterprise Services the\n\nearly transfer by the Oklahoma Tax Commission of tax collection to\n\nthe General Revenue Fund for the purpose of early allocation to the\n\nDepartment's disbursing funds to alleviate cash-flow problems.\n\nE. The Department of Rehabilitation Services may direct all or\n\na portion of federal and state funds received and appropriated for\n\nservices to Older Individuals who are Blind (OIB) to qualified\n\ncommunity-based, nonprofit organizations accredited by the National\n\nAccreditation Council for Blind and Low Vision Services to\n\nadminister, pursuant to contract, services for older individuals\n\nwith vision impairments including, but not limited to, assisting in\n\ncorrecting or modifying visual disabilities including optical vision\n\naids, in-home training, orientation and mobility, Braille\n\ninstruction, adaptive skills training, information and referral,\n\npeer counseling and other appropriate services designed to assist an\n\nolder individual who is blind with daily living activities.\n\nF. Funds received by the Commission for OIB Rehabilitation\n\nServices from the federal Rehabilitation Services Administration and\n\nstate matching funds may, in their entirety, be used to fund the\n\nIndependent Living Older Blind program as established in The\n\nRehabilitation Act of 1973, as amended.\n\nG.
