Stat. tit. 74, § 74-177","heading":"Investigation of complaints against hospitals and homes","body":"It shall be the duty of the State Department of Public Welfare\n\nto investigate all complaints made in the form of a sworn affidavit\n\nagainst such institutions as are named in the preceding section, and\n\nall orphanages of whatever name or character, which are conducted by\n\nindividuals for their own personal gain or profit, or which either\n\ncharge for their services or subsist wholly or in part by money\n\ncollected by subscription from the public as a charity.
