The Attorney General is hereby authorized and directed to\n\nenter into agreements and to contract for the shelter and other\n\nservices that are needed for victims of domestic abuse, sexual\n\nassault or batterers intervention programs. Any domestic violence,\n\nsexual assault or batterers intervention program providing services\n\npursuant to certification by the Attorney General or a contract or\n\nsubcontract with the Attorney General and receiving funds from the\n\nAttorney General or any contractor with the Attorney General shall\n\nbe subject to the provisions of the administrative rules of the\n\nAttorney General.\n\nB. 1. Except as otherwise provided by paragraph 3 of this\n\nsubsection, the case records, case files, case notes, client\n\nrecords, or similar records of a domestic violence or sexual assault\n\nprogram certified by the Attorney General or of any employee or\n\ntrained volunteer of a program regarding an individual who is\n\nresiding or has resided in such program or who has otherwise\n\nutilized or is utilizing the services of any domestic violence or\n\nsexual assault program or counselor shall be confidential and shall\n\nnot be disclosed.\n\n2. For purposes of this subsection, the term \"client records\"\n\nshall include, but not be limited to, all communications, records,\n\nand information regarding clients of domestic violence and sexual\n\nassault programs.\n\n3. The case records, case files, or case notes of programs\n\nspecified in paragraph 1 of this subsection shall be confidential\n\nand shall not be disclosed except with the written consent of the\n\nindividual, or in the case of the individual’s death or disability,\n\nof the individual’s personal representative or other person\n\nauthorized to sue on the individual’s behalf or by court order for\n\ngood cause shown by the judge in camera.\n\nC. The district court shall not order the disclosure of the\n\naddress of a domestic violence shelter, the location of any person\n\nseeking or receiving services from a domestic violence or sexual\n\nassault program, or any other information which is required to be\n\nkept confidential pursuant to subsection B of this section.\n\nD.
