Stat. tit. 74, § 74-192.4","heading":"Facility administrator – Develop written policies for","body":"daily management and operation of detention facilities and operation\n\nof a lockup facility.\n\nA. The facility administrator shall develop and implement\n\nwritten policies pertaining to the daily management and operation of\n\nthe detention facility including, but not limited to, an operations\n\nmanual sufficient to demonstrate compliance with the standards set\n\nforth in the Oklahoma Jail Standards Act and rules promulgated\n\npursuant thereto.\n\nB. The facility administrator shall develop and implement\n\nwritten policies for the operation of a lockup facility which shall\n\ninclude requirements that:\n\n1. Arrest and commitment papers shall be verified;\n\n2. An inmate shall be searched during admission;\n\n3. Property of the inmate shall be inventoried and shall be\n\nstored in a secure location;\n\n4. Medical reception information shall be recorded in the file\n\nof the inmate and shall include, but not be limited to, the\n\nfollowing information:\n\na. current illnesses and health problems,\n\nb. behavioral observation, including state of\n\nconsciousness and mental status, and history of\n\nalcohol or drug abuse and treatment,\n\nc. body deformities and trauma markings such as bruises,\n\nlesions, jaundice, and ease of body movement,\n\nd. condition of skin and visible body orifices, including\n\ninfestations,\n\ne. medications taken and any special health requirements,\n\nf. whether the inmate may be in need of mental health or\n\nsubstance abuse services including, but not limited\n\nto, whether the inmate is at risk for or has attempted\n\nsuicide, and\n\ng. disposition or referral of the inmate to qualified\n\nmedical personnel on an emergency basis as provided in\n\nSection 4.1 of Title 57 of the Oklahoma Statutes;\n\n5. A first aid kit shall be available at locations designated\n\nby the facility administrator;\n\n6. Two completed, documented, local or collect telephone calls\n\nshall be allowed at the time of booking or after a reasonable length\n\nof time, as determined by the administrator or designee. The\n\nadministrator or designee shall document the refusal of an inmate to\n\nmake a telephone call. In facilities where inmates have unlimited\n\naccess to operational telephones, the refusal of an inmate to make\n\ntelephone calls is not required to be documented;\n\n7. Clean bedding and personal hygiene items shall be available\n\nand provided at the facility;\n\n8. Shower facilities shall be available with hot and cold\n\nrunning water at a ratio of at least one shower for every twenty\n\ninmates;\n\n9. Continual supervision shall be provided by a trained\n\ndetention officer;\n\n10. Inmate counts shall be taken at the beginning of each shift\n\nand recorded in the detention facility log. At least one of the\n\ncounts each day shall be a full lockdown count when all inmates are\n\nrequired to be immobilized and visually inspected;\n\n11. Hourly visual safety checks shall be conducted at no more\n\nthan sixty-minute intervals and on an irregular basis. Detention\n\nofficers shall visually check all security features of the cell area\n\nand account for all detainees. Visual safety checks may include\n\nvideo surveillance provided that it has an unobstructed view of the\n\nentire cell;\n\n12. Male and female inmates shall be housed in separated living\n\nareas with visual separation between the two genders. Housing of\n\ninmates with mixed gender identification will be administered in a\n\nmanner to maximize inmate safety;\n\n13. Each inmate shall be provided at least three meals that\n\nmeet the national recommended allowance for basic nutrition every\n\ntwenty-four (24) hours. At least two hot meals shall be provided\n\ndaily. There shall not be more than fourteen (14) hours between the\n\nbreakfast and the evening meals;\n\n14. The following minimum fire safety requirements shall be\n\nimplemented:\n\na. the facility shall be equipped with a smoke detection\n\nsystem and a sprinkler system that is approved by the\nmmended allowance for basic nutrition every\n\ntwenty-four (24) hours. At least two hot meals shall be provided\n\ndaily. There shall not be more than fourteen (14) hours between the\n\nbreakfast and the evening meals;\n\n14. The following minimum fire safety requirements shall be\n\nimplemented:\n\na. the facility shall be equipped with a smoke detection\n\nsystem and a sprinkler system that is approved by the\n\nState Fire Marshal,\n\nb. polyurethane foam mattresses, pads, and pillows are\n\nprohibited. Mattresses that are in compliance with\n\nthe requirements of the State Fire Marshal shall be\n\nused,\n\nc. each facility shall have emergency lighting that meets\n\nthe minimum standards as determined by the State Fire\n\nMarshal,\n\nd. detention officer posts shall be located and staffed\n\nclose enough to the lockup area to permit detention\n\nofficers to hear and respond promptly to calls for\n\nassistance and provide immediate response to\n\nemergencies,\n\ne. there shall be designated and marked emergency\n\nevacuation exits that comply with the requirements of\n\nthe State Fire Marshal, and\n\nf. each facility shall comply with any other applicable\n\nbuilding and fire safety codes as determined by the\n\nState Fire Marshal pursuant to Section 317 et seq. of\n\nTitle 74 of the Oklahoma Statutes;\n\n15. Inmates held for over twenty-four (24) hours shall be\n\nissued a clean set of detention facility clothing to include at\n\nleast a shirt, trousers or coveralls, and footwear. An inmate shall\n\nreceive a complete change of clothing at least once per week.\n\nInmate street clothing shall be inventoried and shall be stored in a\n\nsecure location;\n\n16. A detention officer shall be on duty on each floor where\n\ninmates are confined unless the facility is equipped with:\n\na. viewing access to all areas of the facility through a\n\nvideo surveillance system, and\n\nb. an intercommunication system between the cell or\n\nliving area and detention officer post or control\n\ncenter to communicate with and monitor inmates; and\n\n17.
