Each detention facility shall have written policies subject\n\nto the provisions of the Oklahoma Jail Standards Act and rules\n\npromulgated pursuant thereto for the following:\n\n1. The reception, orientation, and release of inmates;\n\n2. The safety, security, and control of staff, inmates, and\n\nvisitors;\n\n3. Escapes or other breaches of security of the detention\n\nfacility;\n\n4. Actions to be taken in emergency situations;\n\n5. The use of physical force by staff and the use of\n\ninstruments of restraint against an inmate;\n\n6. Conduct of inmates, which shall include offenses for which\n\ncharges may be imposed, and the range of sanctions and disciplinary\n\nprocedures to be followed. Such information shall be made available\n\nto inmates. Such policies shall ensure that inmates are afforded\n\nadministrative due process as required by law;\n\n7. Inmate requests of staff and grievance procedures, including\n\nprocedures for appeal;\n\n8. Safety and maintenance of sanitation throughout the\n\nfacility;\n\n9. Fire prevention and evacuation plans;\n\n10. Food services and dietary requirements including\n\naccommodation of medical needs and religious beliefs;\n\n11. Inmate correspondence and visitation; and\n\n12. Staff training, development, and evaluation.\n\nB. The State Department of Health shall be notified no later\n\nthan the next working day if any of the following incidents occur:\n\n1. Extensive damage to detention facility property;\n\n2. Serious injury to staff or an inmate defined as life-\n\nthreatening or that requires transfer to an outside medical\n\nfacility;\n\n3. Escape;\n\n4. Serious suicide attempts defined as life-threatening or that\n\nrequire transfer to an outside medical facility; or\n\n5.
