There is hereby established the Justice Reinvestment Grant\n\nProgram. Contingent upon the provision of appropriate funds\n\ndesignated for Justice Reinvestment grants, the Office of the\n\nAttorney General is authorized to award one or more such competitive\n\ngrants to local law enforcement agencies for the purpose of\n\nproviding funding for new initiatives and strategies to combat\n\nviolent crime as proposed by local law enforcement agencies. Funds\n\nshall be used for local initiatives, technical assistance, law\n\nenforcement training, law enforcement equipment, crime victim\n\nservices, contractual support and information systems for criminal\n\njustice purposes.\n\nB. To be eligible for a Justice Reinvestment Grant, local law\n\nenforcement agencies shall submit proposals to the Office of the\n\nAttorney General that focus on increasing the capacity of the law\n\nenforcement agency to address violent crime within their\n\njurisdiction through one of the following priority strategies:\n\n1. Focusing on intervention and enforcement through the use of\n\nincreased staffing resources with overtime funds to target violent\n\ncrime with evidence-driven approaches. Policing initiatives may\n\ninclude directed patrols, “hot spot” policing, intelligence-led\n\npolicing, or youth and gang violence interventions;\n\n2. Increasing technological capacity to support intervention\n\nand enforcement with the purchase of technology for crime prevention\n\nand criminal justice problem solving. Technology shall include, but\n\nnot be limited to, crime-mapping software, Global Positioning\n\nSystems (GPS) technology and smart phone tools;\n\n3. Enhancing analytical capacity through the development or\n\nexpansion of analytical capabilities that focus on crime mapping,\n\nanalysis of crime trends and developing data-driven strategies that\n\nfocus on violent crime reduction through the employment of civilian\n\ncrime analysts;\n\n4. Engaging with community partners in order to develop\n\npartnerships and projects that focus on preventing violent crime in\n\nthe community. Community partners may include, but are not limited\n\nto, public and private service providers, the courts, and probation\n\nand parole services. Projects shall include, but are not limited\n\nto, programs that focus on drug enforcement efforts, youth violent\n\ncrime, gang violence, and offender recidivism; and\n\n5. Increasing direct services to crime victims through local\n\nlaw enforcement efforts which shall include, but not be limited to,\n\naddressing gaps in crime victims services by enhancing accessibility\n\nto services, increasing awareness of victimization and partnering\n\nwith local community providers to improve supports and services to\n\nvictims of crime.\n\nC. Preference shall be given to grant applicants that can\n\ndemonstrate a commitment to regional, multijurisdictional strategies\n\nto address community safety issues and can clearly outline a\n\ncomprehensive plan for municipalities to work with law enforcement,\n\ncommunity-based organizations and government agencies to address\n\nviolent criminal activity.\n\nD. Grants awarded pursuant to the Justice Reinvestment Grant\n\nProgram shall be considered one-time grants awarded to local law\n\nenforcement agencies. The Office of the Attorney General shall\n\nconsult with local law enforcement agencies when determining grant\n\neligibility requirements and criteria. The Office of the Attorney\n\nGeneral shall publish guidelines and an application for the\n\ncompetitive portion of the grant program no later than January 1,\n\n2013.\n\nE.
