Sue and be sued;\n\n2. Adopt, use, and alter an official seal;\n\n3. Make bylaws for the management and regulation of its\n\naffairs;\n\n4. Appoint, prescribe the duties, and fix the compensation for\n\nofficers, agents, and employees;\n\n5. Make contracts and execute instruments as in the judgment of\n\nthe Department are necessary or convenient to the exercise of the\n\npowers conferred upon it by law; and\n\n6.
