There is hereby created within the Oklahoma Department of\n\nCommerce, the Oklahoma Film and Music Office. The Office shall have\n\nthe primary responsibility in state government for promoting the\n\nstate as a location for producing motion pictures, television\n\nprograms, videos and recording or performing music. The Office\n\nshall assist the motion picture, television and video film and music\n\nindustries by providing production contacts in the state, suggesting\n\npossible filming, performing, publishing, and recording locations,\n\nand other activities that may be required to promote the state as a\n\nfilming and music center. The Office shall develop resource guides,\n\na database, and a web site. The Office shall develop listings of\n\nmusic festivals and music events being held in Oklahoma.\n\nB. The Oklahoma Film and Music Office shall cooperate with\n\nother state and local offices as required to promote the film and\n\nmusic industries in this state.\n\nC. The Oklahoma Film and Music Office shall establish a film\n\nproduction registration program. Under the program, film production\n\ncompanies shall be required to register with the Office prior to\n\nstarting production on a film located in the state. The Office\n\nshall not require production companies to pay a fee for\n\nregistration. The purpose of the program shall be to allow the\n\nOffice to accurately track the number of filming productions\n\noccurring in the state and the economic impact of those productions.\n\nD. The Oklahoma Film and Music Office shall submit an annual\n\nreport to the Governor, the Speaker of the House of Representatives,\n\nand the President Pro Tempore of the Senate prior to July 1 of each\n\nyear regarding the activities of the Office. The report shall state\n\nthe number of filming productions that the Office has helped bring\n\nto the state and the economic impact of those productions, and\n\nprovide similar information concerning the efforts of the Office to\n\npromote the music industry in this state.\n\nE. On the effective date of this act, all administrative rules\n\npromulgated by the Oklahoma Tourism and Recreation Department\n\nregarding the Oklahoma Film and Music Office shall be transferred to\n\nand become a part of the administrative rules of the Oklahoma\n\nDepartment of Commerce. The Office of Administrative Rules in the\n\nOffice of the Secretary of State shall provide adequate notice in\n\nthe Oklahoma Register of the transferred rules and shall place the\n\ntransferred rules under the Administrative Code section of the\n\nOklahoma Department of Commerce. On the effective date of this act,\n\nany amendment, repeal or addition to the transferred rules shall be\n\nunder the rulemaking authority of the Oklahoma Department of\n\nCommerce.
