There is hereby created a trust fund to be known as the\n\n“Oklahoma State Park Trust Fund”. The Oklahoma Tourism and\n\nRecreation Commission shall be the trustees of the trust fund.\n\nB. 1. The Commission may utilize five percent (5%) of the\n\nprincipal of the trust fund annually to:\n\na. protect and conserve state park lands, but shall not\n\ninclude routine maintenance expenses of the state\n\nparks,\n\nb. preserve historic properties under the jurisdiction of\n\nthe Commission,\n\nc. provide for one-time capital upgrades and improvements\n\nof state park resources, and\n\nd. pay fees and expenses associated with the services of\n\na custodian of the trust fund.\n\n2. Beginning July 1, 2012, and ending June 30, 2020, the\n\nCommission may utilize funds not to exceed Fifteen Million Dollars\n\n($15,000,000.00) from the principal of the trust fund to construct\n\nand maintain a lodge and any associated facilities deemed necessary\n\nby the Commission at the Lake Murray State Park.\n\n3. Beginning July 1, 2025, and ending June 30, 2030, the\n\nCommission may utilize funds not to exceed Five Million Dollars\n\n($5,000,000.00) from the principal of the trust fund to construct\n\nand maintain a lodge and any associated facilities deemed necessary\n\nby the Commission.\n\nC. The Commission shall give priority for funding to the state\n\npark from which the revenues were initially derived.\n\nD. The trust fund principal shall consist of monies from any\n\nand all mineral lease payments, seismograph fees, royalty payments,\n\nor other payments associated with oil and gas mineral operations at\n\nstate parks that are managed by the Oklahoma Tourism and Recreation\n\nDepartment, any funds appropriated or transferred to the trust fund\n\nby the Legislature, and any monies or assets contributed to the\n\ntrust fund from any other source, public or private.\n\nE. Notwithstanding other provisions of law, income and\n\ninvestment return on trust fund principal shall accrue to the trust\n\nfund for use as provided by authorization of the trustees for the\n\npurposes listed in subsection B of this section.
